Under the direction and guidance of the Emergency Manager, supports the coordination of the country office emergency preparedness and response. Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions, including fund-raising for emergency activities, to ensure the survival and well-being of children and mothers and affected communities in emergency.

Support the on-going inter-agency planning process and ensure that it is consistent with the UNICEF CCCs and the Basic Operating Rules endorsed by the Humanitarian Country Team (HCT) so as to guarantee the neutrality, independence and non-discrimination of UNICEF assistance.
Needs assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local emergency situation affecting children, their families and community.
In consultation with Emergency Manager and Section Chiefs – especially in designated Functional Areas – determine programmatic priorities for interventions. Prepare project proposals for emergency assistance and other related documentation as necessary.
Emergency plans of action are developed, and compliance and coordination of all sectors with the plans are implemented.
Support the preparation/implementation of the overall response plan as well as support in the development of specific sectoral plans of action for project implementation.
Support the timely delivery of assistance and supplies, monitor the appropriate and effective use of UNICEF resources/inputs.
Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office.
Prepare donor proposals/reports, project progress reports, sitreps and snapshots for the decision making and information purposes for UNICEF management, donors, partners and allies. Ensure strong inter-agency interaction at the planning and operational level.

Advanced university degree in a related field
A minimum of 5-8 years’ experience with either the UN and/or NGO in Emergency and/or Early Reconstruction settings.
Fluency in English (verbal and written). Excellent written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
